No, I don't think so. I'm pretty sure it needs to be accepted. But check Proadult's rules to be sure.

why would you send them traffic before being approved or before the are open?

it was going to be a paysite - i started sending traffic, before i got my first sale i decided prem avs would have stronger retention while im building up content. so i moved it to pro adult.
