any good sites to help learn a language?

I wasnt sure where to post this but I would like to see what people think. Does anyone have some suggestions on some sites that would help someone learn a language? By that I mean to speak with others over voip, chat or something like that. The key is to SPEAK, not just type with others learning a language or willing to teach.
