I need to hire someone to design and write a website for me for a very reasonable price. The project is pretty indepth so the person needs to be skilled in the following:

HTML
PHP
CMS (content management system)
CCBILL billing system
Embedded video

There is no big hurry but I need the site completed with billing system within the next 6 months.
