    Maybe because of CSS issues…? Blogs normally use a LOT of CSS and designers will use a lot of CSS Hacks to make IE perform the same function that a compliant browser would. From what I’ve read a lot of the hacks that where in place no longer work, but the problem that they where addressing still hasn’t been fixed.

    I downloaded IE7 today. It does not block the target="_blank" links, unless the pop-up blocker setting is set to "High: Block all pop-ups". This is something that IE6 will also do, however, if it's pop-up blocker is set to High.
