As far as I know server response times should be the same all over the world cuz it measures how fast the server responds to a request. That is for example how fast the server is able to get a request, find a file and deliver that file. Server response time is measured within the server.
What you meant maybe is the latency from sending a request from your computer to receiving the result back at your computer. That latency time varies not only worldwide but also locally on your computer and is dependent on the overall traffic on your computer, the line to your ISP, the traffic on the internet itself all the way to the server you are sending requests to, also depending on the server response time ;-)
