Here is some good cam providers we use.....
FlirtForFree is the best I have seen, there is no webmaster referral program but their site is at http://www.vscash.com
Pornification has some good ones http://www.pornication.net/?ID=8328
WebcamCash has Stroke4U which is a great feed http://www.webcamcash.com/?wrefid=C001750
StreamRay is ok, about a couple guys on right now http://webmasters.streamray.com/?Ref=blumedia

Those are all upsell cams. Not sure which ones you wanted. Here is leased webcam providers I would recommend.
http://www.beachboi.com, http://www.dormboys.com - we use all his feeds and our members love them. Great webmaster support and reasonable.
http://demo.collegeboyslive.com - another great live feed we have had for awhile.
http://www.menofsteel.com/ - they have boyscondo and a bunch of other feeds. We have had their feeds for years.

The one I do the best with, is clickcash.com they have arguably the most people and categories on the net, best of all you get $40 bucks per free signup, even if they don't buy a thing.
Extremely easy to convert, definately check it out.
