I know that nudity is not considered "sexually explicit" but what types of flirtatious types of nudity are allowed without being "sexually explicit" and exempt from record keeping requirements.
I have researched this area for months now and haven't seemed to be able to figure out where the line is drawn because I don't want to come close to the line.
Is an erection always sexually explicit ?
