Anyone have any advice on free graphic programs / tools on the web? Or low cost ones? Don't have much bank to spend so trying to find it as affordable as I can. Would love to find something that makes artsy text.

Just type free graphics program into your search box and check out some more listings. And for lower prices on more common programs like photoshop or fireworks - try ebay.
