Last I heard, they were trying to get webmasters to "pre-reserve" domain names, and there was a suspicion they were going to try to use that as a way of saying "the industry is behind it"... but I haven't heard anything in months.
Don't assume it's dead, I'm sure they're just scheming behind closed doors, trying to figure out who they can pay off to get the thing approved so they can perpetuate a gigantic rip off of the adult industry.
Last i heard, there was talk of an appeal through the legal system for a possible competitive business practice claim, whether anything came of it i dont know.
