Chad: National ID Database and Registry??

I'm told that there exists a national database registry of State issued photo IDs. Used by local law enforcement to verify "Fake IDs" passed at Bars, and talked about as a resource for Bar owners to tap into to keep minors out of their licensed establishments.

I'm thinking that such a national database would help any entity needing to verify the age and identity of an 'employee' or 'contract laborer, such as models hired by photographers and videographers to produce works of interest to adult webmasters.

I'm wondering if Chad or others here know about this, and have insight as to how we could access this for the purposes of verifying information given to us?

F-L-A-G is a simple way to remember how to properly check IDs

F - Feel
Have the customer remove the ID from their wallet or plastic holder. You may see another ID in their wallet.
Feel for raised edges, glue lines or bumpy surfaces by the photo or birth date. Uneven surfaces often indicate tampering. Feel for cut-out or pasted information.
Check the thickness of the ID. Check to see if it was re-laminated after changing some of the information.
L - Look
Photograph - Does it look like the person in front of you? Hairstyles and makeup can change, so focus your attention on the person's eyes, nose and chin. When checking men with beards or mustaches, cover the facial hair portion of the photo and concentrate on the eyes, nose or ears.
Height and weight - Do they reasonably match the person?
State seal - Is it on the ID and is it in the correct place?
Date of birth - Is the person old enough? Figure the math or look at the "Under 21 Until" portion of the ID.
Age on ID vs. Appearance - Does the person in front of you match the age on the ID?
Expiration date - Is the ID expired? Expired IDs are unacceptable.
Lamination - Are the cuts or corners/edges straight or crooked?
A - Ask
Ask for their middle name, zodiac sign or year of high school graduation. If someone has to think about his or her sign or when they graduated, the ID may be false.
Ask the birth month. If the person responds with a number rather than the name of the month, they may be lying.
If the customer is with a companion, ask the companion to quickly tell you the customer's name. Any hesitation may indicate deception.
Ask the customer to sign his/her name and then compare the signatures to the ID. Sometimes if the ID is false, the customer will sign his or her true name, rather than the one on the ID.
G - Give Back
Give the ID back to the customer and make the sale if the ID is valid.
If the ID is fake or altered, you must return the ID.

Nick, there's a database that the Feds make available on a limited basis to check the work eligibility of someone (it looks at social security and drivers license data) We were going to sign up for it, but the rules for use are so strict that it could not (with present rules) be used to hire adult performers. (Can only be used when you are *employing* the person as a regular employee, only after they have already been hired and started work, an access log must be kept with date, time, reason for access, and who accessed, that sort of thing.)

There are also private investigators that have access to most states ID data, Chad has a guy that works for him and, I think, charges about $25 per ID to verify in groups of 2 or more.

The ID checking guide is a good start though, we've used that for a couple years (it's updated annually, with interim updates on their website) and it includes information on verifying numbers, looking for counterfeit IDs from specific states, etc.

There is a database of records that is only accessible by law enforcement for law enforcement purposes and even then it has checks and balances. When I was a prosecutor, I would have a search of this database run for each defendant. It required my signed authorization as a prosecutor and the actual access to the database was done by the sheriff [and only the sheriff's office, not police] so it could only be accessed when the two elected positions worked together. The sheriff was not supposed to access that database without my authorization, and I did not have direct access to it. So for all of the conspiracy theorists, it really does exist. And it contains everything you have ever done. It does not matter if your only criminal offense was shoplifting as a juvenile in Mobile Alabama in 1971 that conviction would show up on my search. It does not matter that you were a juvenile or that your record was supposedly cleared-- stuff on you is still in there. Thus the need for checks and balances to access it. :-) That part of my answer should cause more drama than the answer to the actual question :-)

If you are stopped in Las Vegas Nevada with an out of state Driver's license, the Clark County Sheriff does not actually access your Vermont information. The Clark County Sheriff verifies that Vermont drivers license by contact with Vermont-- not a national database.
There really is not a "national database" but there is a way to check on just about any state's information.
I do refer producers to a private investigator who will verify driver's license information for $25 per name if you give him at least 2 names and the weekend to do it. He will verify the information you give him against the state drivers license data so if the ID you have has been altered, or the real ID holder gave up the one you have in your hand and went back to get a new one, those discrepancies will show up on such a check.

Here are a few ways to get fake ID's and how to protect yourself from them: First, and most common, is getting an ID from an older brother or sister. If the older sibling looks like you, it might pass. You as a producer should make yourself comfortable that the person in front of you and the one in the picture are the same. If the younger brother borrowed the ID for the weekend, it is up to you to spot the physical differences. If the older brother gave the ID to younger brother and then went to the DMV to get a new license, a PI check will turn that fact up right away.

Next way is to buy a fake ID. Most states have fraud prevention measures on their ID's now, like holograms in the plastic. Look for discrepancies, but here is where the PI check will most likely turn up the fake ID--something wont match with the state data, especially if it is a newer ID from a state that has digital images available to licensed Private Investigators.

The most difficult to spot is the older brother giving his SS Card and real birth certificate to JR. who goes to the DMV, says he is Older Brother, shows all the proper documentation, and gets a real drivers license with his real picture on it and says he is over 18 but in reality he is not. There is really no way to tell that the ID you have in front of you does not really identify the person standing in front of you. Luckily these don't surface very often, it is usually the hand-me-down drivers license or else the back alley forgeries you come across.

I have seen scanners at convenience stores that scanned DL's for verification but I am not sure where they are available -- I have only seen them used in Iowa. I know that when I go into a federal courthouse my driver's license bar code is scanned and they verify me but then they are actually accessing the same databases from each state that the sheriff would access --not a national database. I am not aware of anything that is available that would help the porn producer other than a good DL manual and using a PI to verify ID's for all your models under 25.

I think most of us at one time or another would like to find - track down - a model who has worked for us in the past.

I would like to meet up again with a model who has earned 1,373% of what I hired him for... and SHOOT ANOTHER MOVIE!! Anytime, baby!

Maybe a PI or Chad-like resource could raise their hand - and give us their e-mail or IM - and help us find models for whatever reason: ID questions, contract fulfillment, or MORE WORK!

We have over 2,000 modeling applicants in our database, and it seems that a lot of guys apply to multiple studios even if they end up working only for one or two, so if your model is or was between 18 and 25 between 2002 and now, there's at least a possibility we might have some info on him. If that's the case, and you PM me his name and whatever info you have (last location, birthdate) I can check and see if he's somebody we have any info on...

Easy. Try Jeff Bactle [Back Lee]. He is a private investigator. For less than $100 he can tell you where the model is living and current phone number, if you have an ID already on hand.

If you are talking about nude poses like that classic nude Governator pic from when he was a competitive bodybuilder, then you do not need 2257 documentation.

The AVN article on Thursday made reference to a "seven year statute of limitations" regarding record keeping, in the context of titles filmed prior to 2000.

For shooters like Angelo and other who have been making movies with nude models for 20-30 years - ranging from Arnold-esque non-sexual nudes to the full-out oral/anal scenes - where is the line in the sand about the way things were in the 80s and 90s compared to the paperwork and photocopies required today?

Is it 1993, 1995 or 2000 as the AVN article explicitly says? To now, I've not looked to AVN as a source authority for how to's about this, and it caught me by surprise to read an AVN article with specific legal advice.
