Again, I already assume it's based on the size and traffic quality of the site. Maybe list an example with the cost if the cost is dependent of the site offering the ppc program.

If your talking about for affiliates i would think again. You will attract every fraudster and most of their friends.
ppc is so easy to fraud on, even doing this with legit webmasters will cost you $, as its easy to find cheap foreign traffic to feed your ppc campaigns with.
I recommend using some rules like 5 cents ppc if you maintain a signup ratio of 1:200, etc...
