Does This Software Exist?

Im looking for a peice of software that i can use to select certain sections of a DVD movie, and then, click a button and it will automatically 'slice' those sections that i choose in to individual files that i can then throw in to Sorenson and batch encode.

The problem is, i may just want 10 seconds from the first 5 minutes of the DVD, another 10 from the next 20 minutes, etc, etc.

Anyone have any suggestions on software that will do this, without my having to rip or encode the movie files first?
