First of all, i am correct in thinking that it is the CCBill linking code itself that sets the cookie correct? Im 99.99% certain that it is but want to be extra sure because this is imperitive for a new site concept im working on which could lead to a new affiliate program concept that hasnt been used in the industry yet :)
Secondly, is it possible to extend cookie expiration periods on individual sub accounts, or do they have to be set account wide?

It really depends if grouping is enabled on the account or not. If grouping is not enabled then yes, you can change the cookie lengths per subaccount, however if grouping is on then the main account settings determine all.
