What Makes You Choose A Payment Processor Over Another?

Lets say you are working on an affiliate program, how do you decide which payments processor you will end up using for it, for example, CCBill, Epoch, WTS, Verotel, etc, what criteria do you use to select the processor you will use primarily and if you have the functionality to cascade, how do you select your secondary and tertiary cascade processor?
