It seems like all the counters and trackers have either never updated their scripts or haven't in a long time. Are there any that are modern, have good features, and possibly even send traffic to the highest rated sites?

Im in agreement with you, it seems that the counters are losing their foothold in the industry although, there have been a couple of promising moves in the counter side of the business in the last couple of years they all seem to end up going to shit :(
