a way to limit bandwidth by user?

is there a way to limit the bandwidth usage in the member's area by RemoteUser? i have always used mod_throttle in the past to control bandwidth usage, but i guess it only limits bandwidth usage for ALL users.

i need a free/relatively inexpensive solution for this on apache/unix.
