"Woof" is usually just a buzzword to say that you think something or someone is sexy. I think the bears started it, as I know it's common with them.
There are also people who engage in human puppy play (that's playing as a puppy, not with a puppy) and "Woof" for them can be used as anything... Hello, goodbye, you're sexy, etc. It's kind of like a kinky version of aloha. LOL! (not that I would know anything about this, of course). ;)
