When "money issues" came up via paypal transactions, they never heard from him again.
Evidently Paypal doesn't offer refunds on intangibles, services, quasi-cash and all non-tangible, non-physical goods. So if your frauded through paypal for advertising, domains, or anything else intangible, you can't get your money back.
Don't kill the messenger this is just public information meant to help others.

If Pulz can somehow explain what happened, and those that claimed to have been the victims of unpaid invoices, chargebacks or funding holds state that all issues have been satisfactorily settled, I will most certainly admit I was wrong and offer a complete apology. At this time, Pulz looks like a scam that fell apart. Too bad this thread didn't start earlier.

At the end of the day the important thing is that the http://www.pulzproductions.net and http://www.steveoneil.com sites are down, at the time of this post, and nobody has confirmed being paid. :rip:
