Who pays withour check?

It is getting more difficult these days for non residents to open US bank accounts. A friend of mine went to Citibank and they asked for utility bills for a US address in his name. If not provided he would have to face more 9/11 scrutiny. Unfortunately he did not want to bother with that so I dont know how much more trouble it would have been
