Under the advertisers tab you hit campaigns and create a new campaign and from there you just choose all the options and targeting you want.

Sorry Admin, I remembered the message you sent and should have saved it cause I can't find it right now, I would have responded but didn't have money at the time so I didn't want to waste your time.
