Hmm, have you contacted CCBill directly and asked them if they will accept you?

Failing that, you might want to try Epoch or Netbilling

if you don't want to incorporate in the u.s., maybe verotel would be the processor for you.

if not, verotel pro (not tickets club) is a good option
