    This condition is called elephantiasis

    Actually this guy has a disease called elephantiasis. It's a form of filariasis and is caused by a parasite that makes fluid (namely lymph fluid) accumulate in either the legs, arms or scrotum.

    You see it a lot in the third world countries.
