Do you mean to encode a divx program? Wow..there are many..probably the one I like the best right now (even getting a slight nod over Vegas) is Canopus ProCoder. VERY nice program..has support mp4 and others which Vegas doesn't support.

As for size and of video & file..well, we just had one LONG thread on that elsewhere you might want to catch up on and read. The default for the longest time has been 320x240..but there is growing interest and demand for much bigger videos these days with more people having broadband.
