I dont know of any but it sounds like a hell of an excuse to finally take a trip to Prague or oscow.

I say go for it! the only obstacle I can see is you might have a bit of a hard time billing those boys
i've seen sites with personals ads
all were free, i dont think i've seen anyone charge money.
porn sites i've seen from Czech used phone billing via the local phone company. I don't think most people use credit cards, especially VISA/MC
In bulgaria you have to ponny up $300 in advance for a VISA/MC card, but if you get a local credit card you don't.
Quite honestly, I dont think many will buy a membership for a personals site either with the abundance of free, and especially if they know youre not local
