"Just 18" shoots done on the day of someone's 18th birthday.

Will it ever get to the point of ... He was born 8pm and this shoot was at 6:30 pm...the subject is 1.5 hours away from 18 and still underage?

Potentially irrelevant factoid: *Technically* adult establishments can admit you on the day before your 18th birthday as well at let you drink the day before you're 21... at least in PA anyway. The same theory might hold for porn filming, I dunno. But it may not be legal everywhere, and I wouldn't want to be the studio to test it.

Per your question, even if the above does not apply, it doesn't seem to be a case worth filing unless you're intent is malicious. In which case, it's kinda unpredictable if it'd ever happen or not.
