Anyone know someone who does work with Smarty templating or custom X-cart skins

We're looking to overhaul our X-cart for our physical product sales. We just upgraded to X-cart 4 and are in the process of integrating with NATS, and need someone familiar with the Smarty templating engine to change the look and feel for us, as well as to design a nice custom skin for it.

Also, sorta related to that, we're implementing the html templates for our new CMS, but Chris, our programmer, is a little overloaded, so if there's anyone out there familiar with inserting the PHP code that inserts images and text from the database into tables, we've got about ~10 tables, already designed, that need the code inserted for them to work properly.
