I am not having any luck with the nocreditcard.com guys and they cant seem to get the dialer to actually pull up the correct site !!! when people try to use it though us.
is there any other better per min dialer and sms programs out there that actually work ??

take a look at gxbill.com. i know they do phone billing, but i'm not sure if they do per-minute billing or just a one time 900 number charge.
