Best Way To Create A 20 Second Clip From 200 Scenes?

Does anyone know of a program that will let me create a 20 second clip from around 200+ scenes of movie files?

They can be randomly timed however, in an ideal world, i would like to be able to take 1 20 second clip from each scene and, preferably have them done in batches instead of manually 1 at a time.

So does anyone know if this is possible?

never heard of doing that... but using boilsoft it would only take about 2 - 3 minutes each to do including searching for areas that aren't focused on a door or a random landscape shot. figure 500 minutes total or even 400 minutes if you're not picky - it can be done in one to two days so that's not too bad.
