I am looking to pay a few $$s for a shell site with Tour, SignUp, LogIn and Content, and Admin control page, that I can adapt to my brand of content.

Will consider an on-going results oriented webmaster relationship so I can focus on content.

You are going to have trouble finding one person who can do everything you want.

Typically, you go to one person/company for the design, another for the content management script, another for the security login scripts and another for the admin side of things.
