I really do think you should change this, especially when the dumb surfer in question rebills quite well

If they are to stupid to realize they already purchased a membership to a site and try to signup again, you should let them $0.02

double memberships and double billing increase chargebacks, I think its fair enough that ccbill stops this.

very true chilli, or the next call would be to you or ccbill saying they were double charged when they see their visa bill.
