it used to be the local DMV offices would issue ID cards but you had to have proof of residence - phone bill, bank statement etc in your name, envelope addressed to you already stamped by the post office
the rest is for an immigration attorney to figure out since it's very complicated

I'm not sure, but if what you're *really* asking is "where can I get a fake ID", DON'T DO IT.
The Feds read this board and others, and you are pretty well known, and so if you start showing up in new content, the first thing that the Feds will be doing is inspecting the 2257 records of whatever studio you are working for. And they have a little device that allows them to enter in an ID number and immediately check its validity. If you give a producer a fake ID, you and the producer will both be in very hot water.
Even if you managed to get a legitimate US ID card (say a New York non-drivers ID), it would technically not be compliant, though the violation would arguably not be of 18 USC 2257 but of immigration laws (you would be working without a work permit.) Doubtless some studios won't be aware of that subtle distinction and might take the chance, but I personally wouldn't risk it.
Now... a US producer is free to fly to Canada and film you there. If that happens, all you need is a Canadian passport.
