Maybe the result of a customer that bitched and complained about something, and CCbill made this offer in lieu of a chargeback? Not sure if they have the power to do that, but I (as a customer) have called CCbill to complain about something and they gave me free time in addition to my membership.
But one full year for 5 bucks is rather crazy.
