common library between PHP and CGI?

ok, this sounds like a pretty crazy question...BUT...i want to create a library that can be shared by both my PHP and PERL/CGI scripts. is this even possible? has anyone ever attempted anything like this?

I think im right on this as im pretty sure this is what i asked one of the programmers i use on a regular basis and i seem to recall he said that PHP5 had some ability to 'talk' to CGI.

Not sure if thats of any use (or even if i recall the conversation correctly) but thats about as much as i know on the subject haha
