Nope. Some OEM software is legal, like you can buy Microsoft software OEM at newegg http://www.newegg.com/Product/Produc...ft+oem&x=0&y=0
Adobe as best I know has never offered OEM Photoshop/Creative Suite/etc. If you want a discount, better off finding a student and having them buy it through journeyed or wherever.
