Typically, what ill do is use a free site layout 5 times then rotate it out for a newer one however, im not to fussy about the link lists rules in terms of using a template so many time, i have always done this because it gives me a better gauge of what is working in terms of 'layout' at any given time.
The added benefit is, by swapping out templates every day or so, i can see if a site layout i built 1 or two years ago is still working in terms of 'sales'.
Just because something doesnt sell immediately *today* that doesnt mean that 3, 6, 12 months down the line it isnt going to start selling, especially if its starting to pull in SE traffic

Gosh, I have a number of variable parts for my free site templates, that I just mix and match things based on what works well with each set of thumbnail pics and sponsor advertising, or else a steady rotation of the variable part with each new submission. So, I have never tracked how the "template variables" do as far as sales go. I do it this way just to keep the link list approvers happy and the keep things interesting for me and my surfers, while still having some parts of the site building process automated.

I found that using SSI or PHP includes worked well when i was using a similar method, that way i could literally build a whole free site with 4 lines of code in a HTML page LOL

You know, I'm not worrying about coming up with different designs. A template is what is easiest for me. There's so much crap submitted to link lists every day that I think mine are probably a dream for link list owners. I just don't have the time to come up with a new design every week. I have a nice template, I don't rip people off, I don't change recips after I submit ... they should be happy with that. As far as I'm concerned, most of those rules apply to the scammers.

Yeah the straight ones are also the ones with 4,000 rules. Fuck them. They take too long to approve galleries if they ever do. They count on webmasters leaving their recips up and scamming traffic, so they can do without my help. Maybe some of them send good traffic, but I'm not interested in playing games and jumping through hoops.
