I Need A Web Designer and I need one NOW

Why is it so hard to find a web designer that is for real who wont' rape me with pricing?

I need a designer who can take a concept I have and develop a website that will be able to handle displaying my content as well as give the users the ability to download images and video.

I need the designer to have creative vision and be able to produce a look and feel that is compatible with the concept I give him/her.

i need this person to be able to act with little supervision and be able to provide me with periodic layouts of what he/she has done so that i can approve or make suggestions on how to better the look o fwhat has been done.

I need someone who is not a flake and take samples of content I send and then disappear with them.

I need someone who can put this together in a reasonably short amount of time.

This person will then be retained so that he/she can produce a total of 10 new sites and revamp 2 current ones.

I don't want to pay more than $2k for each site.

IS THIS SO MUCH TO ASK????????
