Chip was looking into this one and from his posts, the clear understanding was the 2257 into needed to be posted in the open on any page with an image under the 2257/4472 definitions.
I'm guessing this would also mean images within a popup window would need a footer tag as well.
I think this one is (hopefully) one that will be clarified in the final regs, but as they are written now, 2257 statement itself (not a link to it) is required on each page.
I would argue that a popup consisting of *just* an image (meaning the url ends in .jpg rather than in .html or .php) would not trigger the requirement, as long as the page containing the link to the popup image contains a 2257 statement.
Let's hope that this was an oversight and is corrected in the final regs.
