GEO IP banners, who here knows anything about them?

How do I go about making some of these? I have seen them a couple of places, and would really like one, but I have no idea as to how to make it happen. Anyone have some of these are know where to look for information?

I have set up "fan signs" for clients using maxmind's free geo-ip targeting tools, they automatically switch to show the person's location in the sign. For instance, "John loves to get fucked by guys from <fill in location>"
