helping boost affiliate productivity

We have a lot of affiliates that sign up and never send any traffic and some that send traffic and just never get a sale. Do you think program owners should actively seek out those affiliates to try to help boost their productivity and conversions? Or is it wiser to focus on productive affiliates and provide then with anything they need?

I do get emails periodically from some sponsors saying I haven't made a sale, but a lot of what I do comes from using my refer link so I don't chase down the reps for help all the time. When I do need something, I just ask.

Which is why I get pissy when there isn't a webmaster referral link available for a LOT of programs!
