back when i was at 2000Charge, we started asking for webmasters to send us copies of their ID before we would begin processing for them. we wanted to make sure they were at least 18.
how feasible would it be to ask affiliates to send a copy of their ID? how easy would it be to forge that type of document?
Forging a document is rather easy with almost everyone and their brother (or sister [to be PC]) owning a copy of photoshop.
However, if they are willing to send a true copy of their ID, you could establish an employee package (for affiliates) with what needs to be filled out and sent back notarized and from the fax located at the notary public.
I'm not sure if this would be the clear answer but...
As well as some Lawyers are notary public. Sending an affiliate to a lawyers office is a quick way to weed out the scammers, I would assume.A notary public is an officer who can administer oaths and statutory declarations, witness and authenticate documents and perform certain other acts varying from jurisdiction to jurisdiction.
but then you also get into an out of pocket cost to the affiliate.

In all the sign ups I have done, I have to enter either my SS# or EIN #. I know that by law, a minor can not be the only signature on any bank account. Only a parent or legal guardian can open the account, and they are responcible for any and all activity.
Would it be the easy fix is to disallow electronic payments?
A check issued to a company, can only be deposited - so how easy is it, for a minor to slip into the affilate system?
