Does anyone know where to find a list of the current IPSPs and who their aquiring banks are for processing?
My guess would be the smaller countries from the former Soviet block, or somewhere like Israel would be where we should be looking.
Does such a list even exist that anyone knows of?

Okay here's another angle...
Does anyone have a list of IPSPs and the countries they have a presence in? That might make putting together a shortlist a little easier.· IPSP’s can only register Sponsored Merchants in the country where the Sponsored Merchant has a presence.
I know StandardPay is based out of Spain.
CCBill appears to be totally U.S based.
Is Epassporte classified as an IPSP does anyone know?

I doubt Epoch or DHD have acquiring banks for their US-based operations that are outside the US, as I think that would violate the rules against cross-border acquiring. I know that CCBill has a US-based bank.
Likewise, for the same reason, I suspect, but don't know for sure, that CCBill-EU and Epoch-EU probably have foreign banks for their European operations.
I know that whatever the Arizona-based bank that went under a couple months ago was the bank that owned Humboldt Merchant Services, but that didn't cause even a ripple because the Humboldt division was then sold to somebody else who issued a statement that they were delighted to be acquiring Humboldt's portfolio and looked forward to serving the needs of the adult community.
I doubt that it will be a big deal if the acquiring bank for whichever processor it is goes under; the same sort of thing will probably happen.
Unless it was a processor such as Verotel, StandardPay, or one of those other less major payment processors, then it could affect a LOT of webmasters, programs and affiliates.
