Are Webmaster Referral Programs Needed These Days?

I was wondering what you folks thought about webmaster referral programs for adult affiliate programs, do you think they are a 'must have' tool these days like they used to be 3,4,5 even 6+ years ago?

There was a time where adult affiliates actually used resource sites to find the sites that matched their marketing needs but, with adult webmaster forums taking such a large leap forward in popularity over the past 3 years do you think things like webmaster referral programs are needed now that most programs have an active visibilty on the webmaster boards?

Your thoughts, do you think affiliate programs still need to offer webmaster referral programs these days or not?
