I'm not sure how many would believe there's a restriction. I smell a method of screening memberships that isn't as glaring as saying "we'll let you know if we approve your application".

This marketing technique and layout is great to get signups for a porn newsletter. Getting people's email addresses (targeted traffic) can be great for any business, to promote to them by email your different websites or products you're offering. If you had a nice short video clip of your best content right above the sign up message, I think it would work out well.
