Do you folks have any suggestions on sites i can promote dealing with gay anime/hentai/toon content?

Would prefer CCBill based affiliate programs.

Also, if the program offered free toon content that would be a nice bonus also

we have Gay Hentai XXX, but to be frank it was more of an afterthought (I've been lobbying to really push this and our straight hentai site, but I'm low man on the totem pole around here).

One avenue you might want to look into is the "futanari" craze...basically anime she-males, but most often with the phallus popping out at opportune times.
Appeared in the La Blue Girl series in the late 80s or early 90s, and also in the Bible Black series (there's like three of them...the animation on that is top-flight, too...rivals that of mainstream anime like Ninja Scroll and Vampire hunter D: Bloodlust). Since those came out it has become a pretty spiffy micro-niche.
