How To Resize Images To A Specific Dimension?

I have a bunch of images that all range in dimension from about 900x1500 down to about 800x600 (give or take) what i want to do is resize all of these images to 640x480 EXACTLY and im not really bothered whether they get cropped or not.

Images are both horizontal and vertical in layout and have a variety of dimensions, do any of you folks know a program that will allow me to crop all of these pics via batch down to 640x480 no matter whether they are horizonatal or portrait layout so that they still have a 640px size on the longest side?

The couple of thumbnail programs i have right now do not appear to take in to account the image orientation when resizing or cropping
