Typically only newly launched traffic sites will allow you to submit without recip links, that being said the one major one i know of is thehun.net so long as you do not have any recips on a gallery and he likes the layout/content etc he will list you recip free.

As a side note, i would highly suggest NOT submitting to The Hun unless you know what you are doing, we can burn through a few hundred gigs in a day when submitting a single gallery there, so be warned, it is not somewhere you should submit to unless you are 500% certain your gallery will sell.

Yea, Lee pretty much covered it. Watch for new link site launch announcements, as they often list your sites and don't require a reciprocal link for the first week or two of submissions.
