Most affiliate reps are going to be the program owner(s) until they get successful enough to hire on additional staff. Links you see in people's signatures can be sites:
1. owned by them
2. paid to promote them on boards (called sig whores)
3. that carries the person's affiliate referral code so they get credit if you sign up with the sponsor site
4. an actual paid staff representative

I've pretty much gone through the gambit in this industry , Meaning I've been a program owner, an affil, radio host, whipping post, content (let's not talk about that ) and content producer.

Right now, I'm the Affil rep for Hentaibiz.com and I still have my 3D Toon content store up and running.
