Depends on the banners you have available.
Using something like a rotator to change them depends on where your traffic is coming from. Some traffic sources dont like it, some dont mind.
When I was building sites I liked to use as many different banners as I could just cause I could use a different tracking code on each banner spot and see what banners were working and where the surfers were clicking from the site to the sponsor.

what i mean is when i have built a site and it has not made sales am i allowed to go and change the banner around or will i be blacklist for doing that or can i just put some kind of rotater script to change banners regularly anyway?
For a small free site, I never had any trouble with the link lists when I changed a banner down the road. However, I have only done so when the sponsor/paysite has been dropped, NOT merely because the free site has not been making sales. IMO, you're better off spending your time making new and better sites, than trying to fix old small free sites.
For TGP and MGP galleries, the rule is to never make any changes to galleries that have been submitted to others.
