Cash Processor Reject Rates

We are experiencing a reject rate from our cash processors that seems unusually high. What is a typical reject rate and who do you think the best processors are?

We are too new to have a merchant account at this time!

as far as a merchant account, netbilling just announced that they have an agreement with a bank to provide merchant accounts to newer/smaller companies.
