IMHO....
so many contributing factors, including but not limited to how aggressively the company you are buying traffic from is pushing to make the absolute top top dollar on their traffic, whether they are giving favoritism on ad spots to sites they are "affiliated with" (thus tipping the scales away from your favor), and just how good the formula is to the site you are sending the traffic to, ie conversion ratio and retention rate.

Then factor in a webmaster buying that traffic (as opposed to a site owner) and splitting the commission with the site, its not impossible but not so easy to sustain profitability for the long-term.
